NATIONAL UNIVERSITY DEVELOPMENT FUND HANOI

Vietnam National University, Hanoi, Foundation Council Meeting

On the afternoon of July 21st, 2022, the Management Council of Vietnam National University, Hanoi, Foundation (VNU) held a meeting to amend and supplement the Charter, Investment Policy and Internal Expenditure.
The meeting was chaired by Mr. Tran Thi Thanh Tu – Chairman of the Foundation, with the participation of Mr. Tran Kien – Vice Chairman of the Foundation, Mr. Doan Van Cuong - Vice Chairman of the Foundation Management Council and Mr. Mai Hoang Anh – a member of the Foundation Management Council.
At the meeting, the chairman and vice chairmen of the Foundation presented changes and additions to the objectives, principles, organizational principles and scope of activities in the Foundation Charter to suit the current context. Specifically, because the previous old charter under Decision 3737/QD-UBND dated August 16, 2021 was built based on a combination of both social foundations and charity foundations, so the principles and purposes of the foundation were not clearly separated these two types of foundations. In addition, the previous operation orientation of the foundation, at the time of 2011 mainly focused on improving the material life and mental health of VNU staff, lecturers, employees as well as learners, was different compared to the current strategic orientation of VNU development. Therefore, the principles and purposes of the foundation according to the old Charter are no longer consistent with the guidelines, lines and policies of the Party; state law; Directive of the Prime Minister on the development of Vietnam National University, Hanoi in the coming time; as well as VNU development strategies proposed by VNU Council, Party Committee, and VNU Board of Directors today. Therefore, the new Draft Charter has redefined, clearer, and more suitable the principles and purposes of the Foundation in accordance with the spirit, guidelines, regulations and reality required.

Regarding the Investment Approval Process at the foundation, the foundation's Vice Chairman Tran Kien presented additional changes, objectives, investment approval principles and investment approval process for investors and investment recipients to suit the needs and reality of scientific research at VNU.
After listening to the presentation of the Executive Board of the Foundation, the Foundation Management Board had comments to complete the draft content and submit it to the Hanoi Department of Home Affairs for approval and promulgation.
